16th Conference of Arab Scouts - 50 baisa
This stamp commemorates the 16th Conference of Arab Scouts (المؤتمر الكشفي العربي السادس عشر), held in Muscat, Oman, in 1984. Organized by the Arab Scout Organization, the regional conference convened delegation leaders, youth organizers, and Scouting executives from across member states to align youth leadership programs, update regional Scouting strategies, and promote civic engagement among young people in the Arab world. For the Sultanate of Oman, hosting the 16th conference was a major milestone in its civic and youth development agenda. Sultan Qaboos bin Said placed strong emphasis on Scouting as a tool for modern nation-building, leadership training, and environmental stewardship, serving personally as the Supreme Scout of Oman. Welcoming the Arab Scouting movement to Muscat allowed Oman to demonstrate its commitment to regional youth empowerment, foster inter-Arab cultural exchange, and highlight its expanding national educational and civic institutions on a broader regional stage.
