Welfare of the Blind
Issued on October 14, 1981, this commemorative 10 Baisa semi-postal stamp from the Sultanate of Oman was dedicated to the Welfare of the Blind (لصالح المكفوفين). Expertly printed by the renowned Swiss firm Courvoisier, the stamp's clean design frames its philanthropic message against a solid cerulean blue background. The face value is clearly balanced on either side within distinct crimson circles, displaying "10 BAISA" in Western typography on the left and the Eastern Arabic numeral equivalent (١٠ بيسة) on the right.
The central motif features the National Emblem of Oman (commonly referred to as the Sultan's Crest), which showcases a traditional curved dagger (khanjar) superimposed over a pair of crossed scimitars. Set inside a sharp white disc to provide maximum visual contrast, this iconic heraldic symbol connects the country's deepest historical traditions with its modern, mid-century social welfare initiatives. By utilizing the national emblem for this specific release, the Omani administrative authorities emphasized state-level support and national solidarity for humanitarian causes and disability prevention programs during an era of significant infrastructural expansion.
